Abstract: The establishment of a comprehensive evaluation index system of China’s textile industrial clusters focuses on eight key factors, that is, considering the status quo of domestic and foreign textile industries, drawing on the experience of building industrial clusters in major economies in the world, a new round integrated reform of information technology and textile industry, cluster innovation capabilities,cluster brand building, sustainability, and industry-city integration. The paper determines the weights of indicators at all levels via the analytic hierarchy process and builds a summation model level by level. And then, people can get a cluster evaluation list after inputting the data, aiming to determine the upgrading direction for industrial clusters, and find a feasible path to becoming world-class industrial clusters.
